MARPOL 73/78:

International convention on the prevention of marine pollution . the present convention shall apply to : ships entitle to fly the flag of a party to the convention ; and ships not entitled to fly the flag of a party but which operate under the authority of a party . the present convention is established in a single copy in the english , French , Russian and spanish languages , each text being equally authentic , official translations In the Arabic , german , Italian and Japanese languages shall be prepared and deposited with the signed original .

Annex 1 of MARPOL 73/78 regulations for the prevention of pollution by oil : chapter 1 – general : definations oil means petroleum in any form including crude oil , fuel oil , sludge , oil refuse and refined products and without limiting the generality of the foregoing , includes the substance listed in appendix I to this annex . nearest land ; special area means a sea area where for recognized technical reasons in relation to its oceanographical an decological condition and to the particular character of its traffic the adoption of special mandatory methods for the prevention of sea pollution by oil is required , the special areas ate defined as follows : the Mediterranean sea area ; the Baltic sea area ; the black sea area ; the red sea area ; the gulfs area ; the gulf of aden area ; the north west European waters ; the oman area . application : unless expressly provided otherwise , the provisions of this annex shall apply to all ships .

Exemptions and waivers . exception : regulation 15 and 34 of this annex shall not apply to : the discharge into the sea of oil or oily mixture necessary for the

purpose of securing the safety of a ship or saving life at sea or the discharge into the sea of oil or oily mixture resulting from damage to a ship or its equipment ,the discharge into the sea of substance containing oil , approved by the administration , when being used for the purpose of combating specific pollution incidents in order to minimize the damage from pollution . equivalents . surveys : every oil tanker of 150 GT and above , and every other ship of 400 GT and above shall be subject to the surveys specified below : an initial survey before ship is put in service or before the certificate required under regulation 7 of this annex is issued for the first time which shall include a complete survey of its structure , equipment , system , fitting , arrangements and material in so far as the ship is covered by this annex ; a renewal survey at intervals specified by the administration , but not exceed 5 years ; an intermediate survey within 3 months before or after the second anniversary date or within 3 months before or after the third anniversary date of the certificate which shall tale the place of one of the annual surveys specified in paragraph 1.4 of this regulation ; an annual survey within 3 months before or after each anniversary date of the certificate ; an additional survey either general or partial , according to the circumstances , shall be made after a repair resulting from investigations or whenever any important repairs or renewal are made . issued or endorsement of certificate : an international oil pollution prevention certificate shall be issued after an initial or renewal survey In accordance with the provision of the regulation 6 of this annex , such certificate shall be issued or endorsed as appropriate either by the administration or by any persons or organization duly authorized by it . issued or endorsement of certificate by another government . form of certificate : shall be at least In english , French or Spanish . duration and validity of certificate . port state

control on operational requirements . tanks for oil sludge . oil fuel tank protection . standard discharge connection . oil filtering equipment . control of discharge of oil : any discharge into the sea of oil or oily mixtures from ships shall be prohibited ; discharge outside special areas : any discharge into sea of oil or oily mixture from ship of 400 GT or above shall be prohibited except when all the following condition are satisfied : the ship is proceeding en route ; the oily mixture is proceed through an oil filtering equipment meeting the requirement of regulation 14.7 of this annex ; the oil content of the effluent without dilution does not exceed 15 parts per million , the oily mixture does not originate from cargo pump room bilges on oil tankers and the oily mixture , in case of oil tankers , is not mixed with oil cargo residues . discharge in special areas: any discharge into sea of oil or oily mixture from ship of 400 GT or above shall be prohibited except when all the following condition are satisfied : the ship is proceeding en route ; the oily mixture is proceed through an oil filtering equipment meeting the requirement of regulation 14 of this annex ; the oil content of the effluent without dilution does not exceed 15 parts per million , the oily mixture does not originate from cargo pump room bilges on oil tankers and the oily mixture , in case of oil tankers , is not mixed with oil cargo residues . segregation of oil and water ballast and carriage of oil in forepeak tanks . oil record book : every 150GT oil tankers and every ship of 400 GT and above other than an oil tankers shall be provided with an oil record book part 1 , the oil record book whether as a part of the ship’s official log-book or otherwise , shall be in form specified In appendix III to this annex , whenever any of the following machinery space operation takes place in the ship shall be record : ballasting or cleaning of oil fuel tanks ; discharge of dirty ballast or cleaning water from oil fuel tanks ; collection and disposal of oil residues (sludge and other oil

residues ) ; discharge overboard or disposal otherwise of bilge water which has accumulated in machinery spaces and bunkering of fuel or bulk lubricating oil . segregation ballast tanks . double hull and double bottom requirement for oil tankers delivered on or after 6 july 1996 . double hull and double bottom requirement for oil tankers delivered on or before 6 july 1996 . prevention of oil pollution from oil tankers carrying heavy grade oil as cargo . pump-room bottom protection . accidental oil outflow performance . damage assumptions . hypothetical outflow of oil . limitations of size and arrangement of cargo tanks . intact stability . subdivision and damage stability . slop tanks . pumping piping and discharge arrangement . oil discharge monitoring and control system . oil/water interface detector . crude oil washing requirements . control of discharge of oil : discharge outside special areas : subject to the provisions of regulation 4 of this annex and paragraph 2 of this regulations , any discharge into the sea of oil or oily mixture from the cargo area of an oil tanker , shall be prohibited except when all the following conditions are satisfied : the tanker is not within a special area ; the tanker is more than 50 nautical miles from the nearest land ; the tanker is proceeding en route ; the instantaneous rate of discharge of oil content does not exceed 30 litres per nautical mile ; the total quantity of oil discharged into sea does not exceed for tanker delivered on or before 31 december1979 , as defined in regulation 1.28.1 ,1/15000 of the total quantity of the particular cargo of which the residue formed a part , and for tanker delivered after 31 december1979 as defined in regulation 1.28.2,1/30000of the total quantity of the particular cargo of which the residue formed a part and the tanker has in operation an oil discharge monitoring and control system and a slop tank arrangement as required by regulation 29 and 31 of this annex . crude oil washing operation . oil record book

part II cargo / ballast operation : every oil tanker of 150 GT and above shall be provide with an oil record book part II the oil record book part II shall be completed on each occasion whenever any of the following cargo / ballast operation take place in the ship : loading of oil cargo ; internal transfer of oil cargo during voyage ; unloading of oil cargo ; ballasting of cargo tanks and dedicated clean ballast tanks ; cleaning of cargo tanks including crude oil washing ; discharge of ballast except from segregation ballast tanks ; discharge of water from slop tank ; closing of all applicable valves or similar devices after slop tank discharge operations ; closing of valves necessary for isolation of dedicated clean ballast tanks from cargo and stripping lines after slop tank discharge operations and disposal of residues . shipboard oil pollution emergency plan : every oil tankers of 150 GT and above and every ship other than an oil tanker of 400 GT and above shall carry on board a shipboard oil pollution emergency plan approved by the administration . reception facilities . special requirement for fixed or floating platforms .

Annex II of MARPOL 73/78 regulations for the control of pollution by noxious liquid substances in bulk :

Definitions : en route means that the ship is under way at sea on a course or courses , including deviation from the shortest direction route ,which as far as practicable for navigational purpose , will cause any discharge to be spread over as treat an area as is reasonable and practicable . liquid substances are those having a vapor pressure not exceeding 0.28mpa absolute at a temperature of 37.8c . noxious liquid substances means any substance indicated in the pollution

category column of chapter 17 or 18 of the international bulk chemical code or provisionally assessed under the provisions of regulation 6.3 as falling into category X, Y, and Z . residue means any noxious liquid substance which remains for disposal . application : unless expressly provided otherwise the provisions of this annex shall apply to all ships certified to carry noxious liquid substance In bulk . exceptions . exemption . equivalent . categorization and listing of noxious liquid substances and other substance : category X ; category Y; category Z and other substance . survey and certification of chemical tankers .survey:ships carrying noxious liquid substances in bulk shall be subject to the surveys special below: an initial survey before ship is put in service or before the certificate required under regulation 9 of this annex is issued for the first time which shall include a complete survey of its structure , equipment , system , fitting , arrangements and material in so far as the ship is covered by this annex ; a renewal survey at intervals specified by the administration , but not exceed 5 years ; an intermediate survey within 3 months before or after the second anniversary date or within 3 months before or after the third anniversary date of the certificate which shall tale the place of one of the annual surveys specified in paragraph 1.4 of this regulation ; an annual survey within 3 months before or after each anniversary date of the certificate ; an additional survey either general or partial , according to the circumstances , shall be made after a repair resulting from investigations or whenever any important repairs or renewal are made . issue or endorsement of certificate : an international oil pollution prevention certificate for the carriage of noxious liquid substance in bulk shall be issued after an initial or renewal survey In accordance with the provision of the regulation 8 of this annex , such certificate shall be issued or endorsed as appropriate either by the administration or by any

persons or organization duly authorized by it . duration and validity of certificate : an international pollution prevention certificate for the carriage of noxious liquid substance in bulk shall be issued for a period specified by the administration which shall not exceed 5 years . design , construction , equipment , and operation . pumping , piping , unloading arrangement and slop tank . control of discharge of residues of noxious liquid substances : the discharge into the sea of residues of substances assigned to category x , y ,z or of those provisionally assessed as such or ballast water , tank washing or other mixtures containing such substance shall be prohibited unless such discharge ate made in full compliance with the applicable operational requirement contained in this annex , where the provisions in this regulation allow the discharge into the sea of residues of substances in category x,y,or z or of those provisionally assessed as such or ballast water , tank washing or other mixtures containing such substance the following discharge standards shall apply : the ship is proceeding en route at a speed of at least 7 knots in the case of self-propelled ships or at least 4 knots in the case of ships which are not self-propelled ; the discharge is made below the waterline through the underwater discharge outlets not exceeding the maximum rate for which the underwater discharge outlets are designed ; and the discharge is made at a distance of not less than 12 nautical miles from the nearest land in a depth of water of not less than 25 meters . procedures and arrangements manual . cargo record book . measure of control . shipboard marine pollution emergency plan for noxious liquid substances : every ships of 150 GT and above certified carry noxious liquid substances in bulk shall carry on board a shipboard marine pollution emergency plan for noxious liquid substances approved by the administration . reception facilities and cargo unloading terminal arrangements .

Annex III of MARPOL73/78 regulations for the prevention of pollution by harmful carried by sea in package form : application : unless expressly provided otherwise , the regulation of this annex apply to all ships carrying harmful substances In package form , for the purpose of this annex , “harmful substances ” are those substances which are identified as marine pollutants in the international maritime dangerous goods code . packaging : packages shall be adequate to minimize the hazard to the marine environment , having regard to their specific contents . marking and labeling : package containing a harmful substances shall be durable marked with the correct technical name and further , shall be durably marked or labeled to indicate that the substance is a marine pollutant . documentation . stowage : harmful substance shall be properly stowed and secured so as to minimize the hazard to the marine environment without impairing the safety of the ship and persons on board . quantity limitations . exceptions . port state control on operational requirements .

Annex IV of MARPOL73/78 regulations for the prevention of pollution by sewage from ships : definitions : sewage means drainage and other wastes from any form of toilets and urinals ; drainage from medical premises via wash basins wash tubs and scuppers located in such premises ; drainage from spaces containing living animals or other waste waters when mixed with the drainage defined above ,holding tank means a tank used for the collection and storage of sewage . application : shall apply to the following ships engaged in international voyages : new ships of 400 GT and above and new ships of less than 400GT which are certified to carry more than 15 persons and existing ships of 400 GT and above , five years after the date of entry into force of this annex and existing ships of less

than 400GT which are certified to carry than 15 persons , five years after the date of entry into force of this annex . exceptions : the regulation of this annex shall not apply to : the discharge of sewage from ship necessary for the purpose of securing the safety of a ship and those on board or saving life at sea or the discharge of sewage resulting from damage to a ship or its equipment of all reasonable precautions have been taken before and after the occurrence of the damage , for the purpose of preventing or minimizing the discharge . survey : every ship which in accordance with regulation 2 , is required to comply with the provisions of this annex shall be subject to the surveys specified below :an initial survey before ship is put in service or before the certificate required under regulation 5 of this annex is issued for the first time which shall include a complete survey of its structure , equipment , system , fitting , arrangements and material in so far as the ship is covered by this annex ; a renewal survey at intervals specified by the administration , but not exceed 5 years ; an additional survey either general or partial , according to the circumstances , shall be made after a repair resulting from investigations or whenever any important repairs or renewal are made . issued or endorsement of certificate : an international sewage pollution prevention certificate shall be issued after an initial or renewal survey In accordance with the provision of the regulation 4 of this annex , such certificate shall be issued or endorsed as appropriate either by the administration or by any persons or organization duly authorized by it . issued or endorsement of a certificate by another government . form of certificate : an international sewage pollution prevention certificate shall be issued for a period specified by the administration which shall not exceed 5 years . sewage system . standard discharge connections . discharge of sewage . reception facilities . port state control on operation

Annex V of MARPOL 73/78 regulation for prevention of pollution by garbage from ships : definition . application : shall apply to all ship , unless expressly provided otherwise . disposal of garbage outside special areas . subject to the provisions of regulation 4,5 and 6 if this annex : the disposal into the sea of all plastic , including but not limited to synthetic ropes , synthetic fishing nets , plastic garbage bags and incinerator ashes from plastic products which may contain toxic or heavy metal residues , is prohibited ; the disposal into the sea of the following garbage shall be made as far as practicable from the nearest land but in any case is prohibited of the distance from the nearest land is less than : 25 nm for dunnage , lining and packing materials which will float ; 12 nm for food wastes and all other garbage including paper products , rags , glass, metal , bottles , crockery and similar refuse , when the garbage is mixed with other discharge having different disposal or discharge requirements the more stringent requirements shall apply . special requirements for disposal of garbage . discharge garbage within special areas . exceptions : regulation 3,4, and 5 of this annex shall not apply to : the disposal of garbage from a ship necessary for the purpose of securing the safety of a ship and those on board or saving life at sea ;or the escape of garbage from damage to a ship or its equipment provided all reasonable precaution have been taken before and after the occurrence of the damage , for the purpose of preventing or minimizing the escape ; or the accidental loss of synthetic fishin g net provided that all reasonable precaution have been to prevent such loss . reception facilities . port state control on operational requirements . placards , garbage management plans and garbage record-keeping .

Annex VI of MARPOL 73/78 regulations for the prevention of air pollution from ships : applications . definitions . general exceptions : regulations of this annex shall not apply to : any emission necessary for the purpose of securing the safety of as hip or saving life at sea ; or any emission resulting from damage to a ship or its equipment : provided that all reasonable precaution have been taken after the occurrence of the damage or discovery of the emission for the purpose of preventing or minimizing the emission ; and except if the owner or the master acted either with intent to cause damage , or recklessly and with knowledge that damage would probably result . equivalents . survey : every ship of 400 GT and above and every fixed and floating drilling rig and other platforms shall be subject to the survey specially bellow : an initial survey before ship is put in service or before the certificate required under regulation 6 of this annex is issued for the first time which shall include a complete survey of its structure , equipment , system , fitting , arrangements and material in so far as the ship is covered by this annex ; a renewal survey at intervals specified by the administration ; an intermediate survey within 3 months before or after the second anniversary date or within 3 months before or after the third anniversary date of the certificate which shall take the place of one of the annual surveys specified in paragraph 1.4 of this regulation ; an annual survey within 3 months before or after each anniversary date of the certificate ; an additional survey either general or partial , according to the circumstances , shall be made after a repair resulting from investigations or whenever any important repairs or renewal are made . issue or endorsement of certificate : an international air pollution prevention certificate shall be issued after an initial or renewal survey In accordance with the provision of the regulation 5 of this annex , such certificate shall be issued or endorsed as
