研究生院

研究生院制度是指研究生院的性质、任务、目标、组织体系、组织活动、建立标准、建立程序、评估原则等方面规范的总称。研究生院制度是我国研究生教育制度体系的一个重要组成部分。研究生院制度包括研究生院基本目标、管理规则、培养方式、核心结构、运作系统、国家基地、分类标志和战略基础。原国家教育委员会颁布的《研究生院设置暂行规定》规定：研究生院主要是指在承担研究生培养任务的高等学校中组织实施研究生教育工作的管理机构；研究生院设置由国家教育部委员会负责规划、审批，设置研究生院应当符合国家经济建设、社会发展和科技进步对高层次人才的需求，以及研究生教育的发展规划。研究生院反映的是研究生教育的一个完整的机制体系，研究生院制度是培养中国创新型人才的基本制度。自1984年我国建立研究生院审批制度以来，在拥有博士学位授予权的大学中，在办学水平较高、基础较好的大学中，先后建成了57所研究生院。研究生院是我国高层次人才培养的重要基地，代表着我国研究生教育的最高水平，在我国研究生教育的发展中具有举足轻重的作用。研究生院的建设极大地推动了我国学位与研究生教育的发展，对全国研究生教育发挥了示范和骨干的作用。研究生院制度有力地推动了我国一流大学与研究型大学的建设和发展，提高了我国研究生教育的总体水平，促进了我国科技创新体系的建设和发展。
